What a Mill Test Certificate Is

A Mill Test Certificate (MTC), also called a Material Test Report (MTR), is issued by the material producer — the mill. It certifies the chemical composition and mechanical properties of a specific heat or batch of material and identifies the heat number and country of origin. In EN 10204 terms this is a type 3.1 inspection certificate: results from specific testing on the delivered material, validated by a department of the mill independent of manufacturing.

The point that is widely misunderstood: a machine shop does not issue a mill test certificate. It can only pass through the certificate its material supplier provides. The certificate follows the metal, not the machining.

The EN 10204 Document Types

“Material certificate” is not one thing. EN 10204 defines four document types — knowing which you actually need avoids a lot of confusion.

When people say “MTC” they almost always mean a  3.1. A  2.1 declaration of conformity is a different, lighter document: the supplier declares the material delivered conforms to the specified grade, without attaching batch test data.

Why a Genuine 3.1 Is Often Not Available From Chinese Stock

Precision CNC shops buy bar, plate, and billet from stock distributors, not directly from the mills. In that supply chain a genuine, verifiable 3.1 certificate traceable to the original heat is inconsistent — sometimes it exists, sometimes it does not, and sometimes the paperwork cannot be independently confirmed. A responsible factory will not warrant a mill certificate it did not produce and cannot verify. So we are straight about it: Davantech does not provide EN 10204 3.1 mill test certificates. What we provide instead gives you real, defensible material assurance — set out below.

The Documents Davantech Actually Supplies

For the large majority of commercial and industrial parts, this package is exactly what an importer and a quality system need.

Not provided: EN 10204 3.1 mill test certificates. If your programme strictly mandates a genuine 3.1, see the note further down — we’ll tell you honestly at the quote stage rather than promise a document we can’t supply.

The Non-Russian Steel Declaration (Article 3g)

Since 30 September 2023, EU Regulation 833/2014 (as amended by Regulation (EU) 2023/1214, Annex XVII) prohibits importing iron and steel products processed in a third country if they incorporate iron or steel inputs of Russian origin, and importers must be able to prove the inputs are not Russian. Importantly, a mill test certificate is not required for this. The European Commission’s guidance states that origin “may be established through other means, such as a statement or declaration by the exporter or manufacturer confirming that, after exercising due diligence, the imported product does not contain any Russian steel or iron.” Davantech issues exactly that declaration for iron and steel shipments — referencing the air waybill and confirming the goods are not subject to the Article 3g(1)(d) prohibitions.

If Your Programme Mandates a Genuine Mill 3.1

Some regulated programmes require a traceable mill 3.1 certificate as a condition of qualification. We are honest about this: we cannot supply one. If a genuine 3.1 is a hard requirement for your part, tell us at the RFQ stage and we will say so plainly, so you can plan accordingly — rather than accept the order and disappoint you at incoming inspection. For everything short of that, the material declaration plus independent XRF testing described above is the route we recommend, and it satisfies the large majority of commercial and industrial quality systems.

Do you provide mill test certificates (EN 10204 3.1)?
No. A 3.1 mill test certificate is issued by the mill that produced the metal, and the Chinese stock supply chain does not reliably furnish genuine, verifiable 3.1 certificates. Rather than pass on a document we cannot stand behind, we provide a material declaration (EN 10204 2.1) and, on request, independent third-party XRF or laboratory composition testing to verify the alloy.
What documents do you provide so I can import machined parts from China?
A commercial invoice and packing list, a Certificate of Origin (China), a non-Russian origin declaration (with EU Article 3g wording for iron and steel), a material declaration / Certificate of Conformance, and first-article and dimensional inspection reports. RoHS/REACH declarations and third-party XRF testing are available on request.
Do I need a mill test certificate to import steel parts into the EU?
No. Under Article 3g of Regulation 833/2014 you must prove the iron or steel inputs are not of Russian origin, and the European Commission accepts a manufacturer’s declaration to that effect — a mill test certificate is not required. We issue that declaration for iron and steel shipments.
Can you certify that the aluminium is not of Russian origin?
We issue a Certificate of Origin stating the parts are manufactured in China and a declaration that, to the best of our knowledge and after exercising due diligence, the materials are not of Russian origin. We cannot certify the country of smelt and cast of the raw aluminium billet, as that information is not available from the Chinese stock supply chain; for US Section 232 purposes the smelt/cast field is the importer’s to report.
Can you provide a Certificate of Origin?
Yes. We issue a Certificate of Origin confirming the parts were manufactured (substantially transformed) in China. Where you need stamped, official proof, we can arrange a CCPIT- or chamber-certified Certificate of Origin using the same details.
Do you provide RoHS and REACH declarations?
Yes, on request — commonly for EU and electronics programmes and for coated or surface-treated parts.
